On July 15, 2024, the Truth and Accountability Project of Washington (TAPWA), based in Wenatchee, filed a Notice of Liability (NOL) to the Board of Health for Chelan and Douglas Counties.
This is the first official Notice of Liability filed against a board of health in the state of Washington.
Summarizing the main points of the eight-page document:
- The NOL is addressed to the board of health as a corporation, and to the board members as individuals.
- Sets forth a complaint about the Board’s actions – and omissions.
- Cites the official Duties of a Local Board of Health (RCW 70.05.060):
“Each local board of health shall have supervision of all matters pertaining to the preservation of the life and health of the people within its jurisdiction.” And from Chelan-Douglas Health District’s own website: “The Board sets county-wide policies and regulations to protect and promote the health of residents of Chelan and Douglas Counties.”

Therefore, the Board was obligated to consult with a diversity of experts, including those who might disagree with prevailing recommendations, which they didn’t.
- They provided a detailed list of “Consequences of the Board of Health Covid Policies, Mandates, Recommendations, Advice, and Omissions” to include: suffering and death, human rights violations, failure to recommend and error to recommend against – minimal risk treatments like ivermectin, and gene therapies pushed as vaccines.
To the last point about the so-called vaccine treatment that was pushed, the NOL provides an excellent 13-point list of the flaws of the mandated COVID-19 gene therapies, most of which the Board was made aware early on in the pandemic by well-meaning members of their community.
And as Informed Choice Washington was formed to protect informed consent, the NOL also explains how people were not made aware of all the risks before and after the injections, which are still recommended by the Boards of Health across the state.
The NOL concludes with a list of demands that are easy to accomplish if they so choose, namely to stop promoting the misnomered COVID-19 shots, to apologize to the community for their blind missteps, and to stop recommending agaisnt the use of ivermectin if a patient and doctor agree to its use.
ICWA members are proud of TAPWA for issuing this Notice of Liability. We await further news of other administrative actions regarding the NOL and possible follow-up lawsuits. ICWA also encourages residents and members of other counties to issue similar notices to their boards of health, with plans to follow up and hold them accountable.
